Federal Health Sector Lead (Senior Manager 2)

Join our team of professionals in delivering strategic and tactical guidance to senior leadership in support of pursuit development efforts.
Work you will do
As the Sector Lead you will:
- Lead and develop a strong relationship with Sector relationship, meeting regularly with Sector Leadership
- Lead a strong and unified Pursuit Center of Excellence (PCOE) Federal Health Sector team to include:
- Prioritizing opportunities and aligning resources
- Providing Sector-specific reporting for deployments and pipeline forecasting
- Serving as a strategic advisor and providing oversight of team members on large, complex sector aligned opportunities
- Serving as team leader for proposal resources; coaching and mentoring team members
- Working with Pursuit Managers to mitigate/ adjudicate issues/ problems with sector stakeholders, as needed
- Supporting special projects as determined by Sector and Pursuit COE Leadership
- Provide overall strategic leadership and approach to managing complex pursuits, from pre-RFP through submission/production
- Lead proposal teams in developing a tactical and strategic approach, evaluating solicitation requirements, managing a time-effective process, and improving efficiencies of the pursuit
- Drive development of compliant and compelling proposal responses
- Collaborate with technical teams to develop content that is clear, effective and consistent
- Brainstorm solutions providing tactical advice and guidance with the ability to drive strategy and solutions
- Demonstrate the ability to bring creativity and innovation to the framing and structuring of proposal
- Demonstrate ability to use AI tools in the development and refinement of proposal content
- Have responsibility across multiple, concurrent projects
- Adjust to shifting priorities, stringent deadlines, last minute requirements, and occasional evening/weekend hours to accomplish tasks within non-negotiable client deadlines
- Conduct post-submission proposal debriefs to determine future proposal strategies and potential process and tool changes
- Contribute to the development and continuous improvement of proposal management processes, tools, and templates
- When needed, serve as an Orals Coach to include planning, messaging, scripting, and facilitating sessions

Qualifications
Required
- 10+ years of relevant work experience
- Bachelor's degree with preferred concentration in Business, English, Journalism, Marketing or Communications
- 5+ years leading complex Federal proposal opportunities ($100M+), providing strategic and tactical advice and guidance to senior leadership and client service teams
- 5+ years of experience working with account teams to execute pursuit methodology process, driving the development of compliant and compelling proposals
- 5+ years of experience working with Sector (or equivalent) resources to define priorities, manage resources, mitigate challenges, and lead a geographically dispersed proposal team
- 5+ years of experience leading teams in strategic discussions to increase the probability of win (PWin)
- 5+ years of experience as a senior advisor providing oversight of sector aligned proposal team members
- 5+ years of experience with Federal procurement (e.g., FAR)
- 5+ years of experience in Microsoft Word, PowerPoint and Excel
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
- Ability to travel up to 10%, on average, based on the work you do and the clients and industries/sectors you serve.

- Advanced level of skills and specialties that offer high strategic value to top priority pursuits.
- Editorial practice and standards
- Excellent communicator - both written and oral
- Training in formal capture/proposal methodologies and AI tools for proposal development and management
- Implementation of Industry-wide leading practices in proposal management
- A team player with an outstanding ability to work with people at all levels, including senior executives
- Demonstrated ability to influence others, from staff to senior leaders through a strong presence, thoughtful challenges, and use of sound judgment
- Strong interpersonal skills, including aptitude for building relationships, understanding team dynamics, taking initiative, and solving problems
- Ability to read situations and adapt leadership style to achieve results
- Keen listener, with the ability to quickly grasp ideas to be reflected in written documents and presentations
- Ability to work with grace and efficiency in a demanding, deadline-driven environment
- Team-oriented with a proven ability to manage multiple projects at once
- Demonstrated initiative and problem-solving ability
- Attention to detail and exceptional follow-up skills
- Ability to analyze information and make sound observations and recommendations quickly
The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $151,400 to $278,900.
You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
