To some men, this question might seem too trivial or illogical simply because they have never bothered to think about it.
The others, who are a bit more curious by nature, are bound to understand the restrained significance of it. The idea here is to explore if stroking your girlfriend's hair makes any contribution towards arousing her, pleasing her, placating her or at least making her feel good.

I believe girls realize the cosmetic appeal of their hair and that it is an inherent part of their overall s*xuality. Just look around and count how many of them keep on weaving their fingers through the tresses. While some women might say that this is just a habitual thing or something related to maintenance of their mane, I believe that to a certain degree, they know that by putting the spotlight on their hair, they are pumping-up their quotient of attractiveness.
This point just neutralizes any doubts about a downside to the act of stroking her hair, i.e. you will either impress or arouse her in some way or won't make an impact at all. However, there are no risks involved.
You are complimenting her, so how can it not make an impact?
While men too are quite obsessive about their hair, women are simply neurotic about theirs. It seems that caring, styling, talking, complaining and experimenting with their hair forms a major part of their lifestyle. From what I have seen, after skincare, hair-care is perhaps the most time-consuming part of a lady's maintenance schedule.
I am yet to come across a lady who can sincerely admit that she really doesn't care how her tresses look. The point is that if you are playing with the hair of a lady, you are expressing your admiration for something that is very close to her heart. You are essentially giving her a huge compliment. This is gotta score a point in your favor. It might not lead to instantly turning her on but it could be a significant contributing factor in melting her heart.
You are Communicating Just the Way She Wants
We commonly hear about how women like to be heard. This might not necessarily mean that all women are desperate attention-seekers but an attentive guy is bound to make his lady happy. However, attentiveness towards a woman doesn't come easy. For many of us, hearing their sob stories can get overwhelming. So what does playing with her hair have to do with this?
Well, this is an indirect but very palpable form of showing your degree of attentiveness. Firstly, it seems like a natural, spontaneous act of affection. Secondly, when stroking through her hair, you are communicating in a physical, more effective manner than simply trying to look interested in the deluge of words pouring out of her mouth. This might be the alternative to active talking that many guys have been searching for centuries!
A Form of Physicality which Appeals across All Kinds of Women
If women have to be segregated based upon their penchant for being physical outside the realm of their bedrooms, two, distinct categories emerge, i.e. the touchy and non-touchy sorts. The touchy or hugging kind of lady wants some form of physical connect at most times while the non-touchy sorts is a bit averse to getting too comfy outside the confines of her room.
However, stroking the hair is something that is bound to be liked by women across these categories. Unlike hugging, holding hands or casually kissing which women might demand more or dislike, merely running your fingers through her mane seems like a much simpler, less invasive and effective way of being physical with her.
